Captain America: New World Order will be the legacy of Steve Rogers and all he went through in his duty to defend the world. The film features Sam Wilson taking on the mantle of Captain America while also passing on his Falcon wings to Joaquin Torres. This means New World Order, owing to its title, will take the Marvel Cinematic Universe into a whole revitalized geo-political setting. Though the film is to feature a new story with Sam Wilson trying to set in his newfound duties, it will not leave behind the plot points we witnessed in its predecessor film Captain America: Civil War.
By the time New World Order releases, it would be more than a decade since the events of the Civil War in the MCU. But, there will be old foes that Sam Wilson would have to take on while settling into his new role. One of them would be Tim Blake Nelson’s The Leader, who earlier featured in The Incredible Hulk, and Thaddeus ‘Thunderbolt’ Ross, who notably imprisoned Falcon in Civil War for violating Sokovia Accords. The latter’s presence will officially tie Civil War to the fourth movie.

Talking to Collider, producer Nate Moore addressed the new Captain America story and the connection it shall share with Civil War. He said that General Ross and Sam Wilson coming face to face would spark up things between the two, bringing forth an old rivalry.
We don’t know how General Ross’s character has been shaped since Infinity War and Endgame. Surprisingly he wasn’t a part of the relocation of people under GRC in The Falcon and The Winter Soldier. But he is pulling some strings somewhere in the regime. Is MCU prepping him for taking on the mantle of Red Hulk soon?
Well, look, Sam Wilson’s Captain America, he is going to bring his own team to play. It’s no secret that Samuel Sterns is making his return to the Marvel Cinematic Universe, which is fantastic because Tim Blake Nelson’s the best. Harrison Ford is taking on the role of General Thaddeus “Thunderbolt” Ross, and to see Sam Wilson and Thunderbolt Ross, which if you remember actually threw him in prison at the end of Civil War because he violated the Sokovia Accords. There’s going to be some natural sparks there, which I think are going to be really fun.
Harrison Ford will take on the role of William Hurt, who played Ross in the MCU since The Incredible Hulk. William Hurt passed away this year at the age of 72.

The rivalry between General Ross and Sam Wilson, along with Steve Rogers’ faction, began with the Sokovia Accords. Ross headed the committee that oversaw Accords for the United Nations and took control of Avengers, leading to the Civil War. Since then, Thanos has attacked the world and changed it forever.
The Falcon and The Winter Soldier showed how that change affected the general public and political situation across the globe. The series represented how superheroes are now being hailed for their efforts to beat Thanos. And it seemed that the issues created by the Accords had come to an end. In She-Hulk: Attorney At Law, Charlie Cox’s Matt Murdock confirmed that Sokovia Accords had been repealed, which means the Accords are no longer in effect. The superheroes no longer have to reveal their identities and are no more governed by the United Nations or any government entity.
Captain America: New World order will dig deep into this new political regime and the threats it shall face from old and new enemies. The unpleasant reunion of Ross and Wilson will surely bring some new rivalry. And Harrison Ford coming to MCU would make it more enticing.
